It's not an official gale, but smaller yachts definitely wouldn't set out in this by choice. Strong winds of 28-33 knots cause the sea to heap up, with foam from breaking waves blown in streaks.
The painting shows the horizon hidden by a rain squall that looks like it's headed our way. Shades of blue.
